How Australian SMEs Can Win Federal Government Contracts Through AusTender

The Australian federal government spends over $70 billion annually on procurement. AusTender is where every opportunity above $80,000 is published.

A Sydney IT services firm with 12 employees won a $340,000 federal government contract in their third year of operation. They had been registered on AusTender for two years before the contract. The key was their careful UNSPSC code selection at registration — the exact codes matching the Department's procurement category — which meant they appeared in the buyer's supplier search when the tender was being prepared. They received an early notification and had three weeks more preparation time than competitors who found the tender through the public listing.

What AusTender Is

AusTender at austender.gov.au is the Australian Government's centralised procurement information system. Every federal agency must publish all open approaches to market for contracts above $80,000 on AusTender. It also publishes contract award notices, standing offer arrangements (panels), and agency procurement plans — which forecast upcoming contracts before they are formally tendered. Registration is free and open to any Australian business.

The Procurement Framework

Australian federal procurement operates under the Commonwealth Procurement Rules (CPRs). Three provisions are particularly relevant for SMEs:

Value for money, not lowest price. Quality, capability, reliability, and whole-of-life cost all factor into evaluation — creating genuine opportunity for SMEs that can demonstrate superior capability even at a price premium over larger competitors.

Indigenous Procurement Policy (IPP). Certain contracts are set aside exclusively for Indigenous suppliers. If your business is Indigenous-owned, registration with Supply Nation and the IPP Supplier Register materially improves access to set-aside contracts.

Panels and standing offers. Many agencies procure through pre-established supplier panels from which buyers call off contracts without running a full tender each time. Getting on a relevant panel is more work upfront but generates recurring opportunities with significantly lower ongoing bidding effort. Panel periods typically run 2 to 4 years.

Registering Effectively on AusTender

Registration takes under an hour with your ABN. The quality of your registration determines what opportunities you see:

UNSPSC code selection is critical. UNSPSC codes classify what your business supplies. Buyers searching for suppliers and setting notification systems use these codes. Codes too narrow mean missed contracts; too broad means irrelevant notifications and you don't appear in targeted supplier searches. Map your actual products and services against the UNSPSC hierarchy carefully before completing your profile.

Set up ATM alerts. Configure alerts for new Approaches to Market matching your UNSPSC codes and review them at least twice weekly — some tender response windows are as short as two weeks.

Review agency procurement plans. Most agencies publish annual procurement plans on AusTender listing anticipated contracts including indicative values and timing. Reviewing these gives you forward visibility of opportunities months before formal tender — allowing capability preparation and relationship building in advance.

Building Your Track Record

Past performance is the most heavily weighted factor in most government tender evaluations. For businesses with limited government experience, the most reliable paths to a track record are: subcontracting under a larger prime contractor on existing contracts (the SEAM programme connects SMEs with primes looking for subcontractors); bidding on smaller contracts below $80,000 that are often awarded through limited tenders; and panel applications that explicitly welcome businesses without extensive government experience if they demonstrate strong commercial delivery records.

Four Actions to Take This Week

  1. Register on AusTender at austender.gov.au — free, takes under an hour with your ABN
  2. Select your UNSPSC codes carefully — map your actual products and services against the hierarchy, not just the broadest applicable category
  3. Review your target agencies' procurement plans on AusTender — most give you 6 to 12 months of forward visibility into upcoming contracts
  4. Contact your local Business Enterprise Centre (BEC) — free advisory services on government tendering available across Australia, including tender review services
